[cc-licenses] TPM: please explicitly allow parallel distribution

Section 3(a)(3) of CC-by-nc-sa-v4.0draft1 states:
> (3) [If You Share the Licensed Work, You may not impose any

> exercise the rights granted to that recipient under the terms of
> this Public License.]
> CC note: This provision is bracketed to denote that it requires

This is the infamous anti-DRM (or anti-TPM, if you prefer) clause,
probably the most controversial part of CC-v3.0 licenses.
It does not seem to have changed significantly.
As I said previously , I strongly recommend that this clause be
enhanced, so that it *explicitly* allows parallel distribution.
I hope this suggestion may be implemented in the next draft.
