[cc-licenses] Retiring standalone DevNations and one Sampling license

I think this is a bold move, and I'm glad to hear about it. I haven't
been personally worried about this, but I'm glad to know that source of
the main objection that has come from some potential natural allies of
CC has been eliminated.

I hope that those organizations and individuals take this opportunity to
do some outreach to CC.
