People who receive the cropped image should have the same rights as the 
person who has cropped it. They should be free to use each instance of 
the image as they encounter it. There is no benefit to losing that freedom.

Maintaining freedom downstream for all users includes the case of the 
original licensor wishing to use derivatives as well.
