Now that last sentence is too true. But it is also important to nail down 
problems arising from well intentioned people who do harm to Fredom either 
through ignorance or some other reason/cause...

I mean, isn't that the problem I am having with you and you are having with me 
right now in a slightly different way?

I think I am well intentioned here and assume you are as well, but each of us 
seem to see the other proposing a course of action which we see as 
potentially harmful.

Don't we really want a license that guides the innocent ignorant and opposes 
the players with bad intent? (And I use ignorant to mean only lacking 
information or knowledge here.)
