The CC licenses are not designed for software or (specifically for) software documentation. DFSG is not designed for music, video or literature. I think that possibly DFSG and CC are catering to different communities.
A quick look at the DFSG shows that they don't have the same definition of "Free" as the FSF, which doesn't consider the original BSD or Artistic licenses "Free". If I were to choose between the two, I'd go for the FSF's definition. Which still wouldn't make CC-BY Free. :-)

Yep, BY being automatic and its removal becoming optional/deferred are not IMVVHO a good idea. Particularly when it looks like users may have misunderstood BY/not BY so badly.
