He wants to make SA spread itself outside of his own work and its
derivatives into that of others. IOW Atchoo! That SA should not just
infect works that are based on his but also those that come into close
proximity with it. That SA should have the ability to spread without the
use of tongues.
The difference I think with NC is that distribution of the collection is
NC but anyone can remove the NC work and redistribute rest without the
NC condition. If SA worked the same way on a collection then all one
would need to do is remove the SA item. However, as a collection isn't a
derivative doing so doesn't give anyone any extra rights to the
collection, minus the SA item.
