We might want that, but copyright law doesn't apply to everything
(though various rights holders lobby to expand its reach indefinitely).

If an action (such as some acts of collecting works together) isn't
restricted by copyright law, then it doesn't matter what a copyright
license says about it – the person doing it isn't restricted by
copyright and so doesn't need license from the copyright holder to do
that action.
