I frequently use the Scottish CC licences and was thinking that they'd
do better in the license chooser alongside England and Wales as the
list is in alpha order, and Scotland filed under "Scotland" and
England and Wales under "UK: England and Wales".  This means that they
aren't alongside each other in the list, but instead of the normal way
they get split up in other country choosers on other sites, instead of
E&W under the E's it is under the U's.

Since the UK is somewhat unique in having constituent countries, what
about changing the two listings to both start with "UK:"

UK: England and Wales
UK: Scotland
