[cc-community] Both UK jurisdictions alongside each other?

Looking at this, I also find the alphabetization in the license picker
confusing, separate from the UK issue.
It seems like the countries are alphabetical by ISO code (hence: Canada,
Switzerland, Chile: ca, ch, cl), rather than alphabetical by their
natural language name (Canada, Chile, ..., Switzerland). The license
picker uses the same order when the page is displayed in a language
other than English.
It would seem to make more sense to have the list in alphabetical order
by the country's name in the page's language (i.e., English if the
viewer is visiting the page in English, etc.).
(P.S. Some of the jurisdiction names aren't translated in the Chinese
license picker, e.g. Guatemala.)
