I was going to suggest Wikimedia Commons: commons.wikimedia.org . If
the text is put under CC-BY or CC-BY-SA then the whole thing would
make a nice Wikibook. http://en.wikibooks.org/wiki/Wikijunior

Well vector graphics like SVGs are much more "editable" than bitmaps.
JPG/PNG + SVG is certainly the most flexible option to give people.
