[cc-community] roadblocks to remix?

Here is a situation I have been thinking about for a good while now. I just
ran up on it again today.
A lot of web sites that will host media for people (often at no charge)
require that the submitter grant certain rights to the site in order to allow
them to go about doing what they do.
This is fine though perhaps sub-optimal in the case of original content.
I suggest it might benefit the remix culture to explore ways that sites could
require certain cc licenses or a grant. At least some of the licenses seem to
me to grant enough for an extra grant to be unnecessary.
Here is the road block:
I put a BY-SA song lyric on site A. (Or a BY-SA acapella say.)
Person 2 makes a new song based on my work. They want to host their BY-SA work
on site B.
Despite all the right given by me in the BY-SA license, person 2 may not have
the necessary rights to grant site B what they ask for and which a simple
BY-SA license may work for instead.
If we can get some sort of movement going to get hosting and similar sites to
determine which cc and other licenses they can host without needing extra
grants it may make this whole thing move along with less problems.
I hope that this is at least somewhat clear. Thoughts?
