Such a licence would make the work impossible to distibute, as the ISPs
or copy shops that are used to copy the work for distribution will make
money indirectly from doing so.

CC aren't "cheating" here, they are being practical. Attempting to
ensure that no money is made at any stage of distributing an NC-ND work
is imposible.

IMO it's generally better to concentrate on making money oneself rather
than concentrating on making sure nobody else makes money.
