Lots of wikis are in this situation, including
http://wiki.creativecommons.org (all CC BY) and Wikipedias (all GFDL).
Wikipedias especially, as they don't require registration.  You might
want to check out what they do regarding notice that they only accept
FDL-compatible content (it's a little more complicated than that for
images, and yes they're thinking of moving to CC BY-SA, but the
principle is the same).
