that is the whole point of being an ASCAP member (so that is what you
asked them to do when you joined)

there is probably very little that you can do about this. first of all
this procedure was most likely outlined in the document that you
signed when you became a member of ASCAP and second of all it makes
sense that you cannot just leave an organisation of ASCAP with a days
notice. they are in the business of licensing the music of their
members and that requires them to have some kind of stability of their
repertoire. this is why they are insisting on the 1 year notice for
ending your membership.
