dear Brenda,
as far as i understand (i am not a lawyer either) ASCAP cannot keep  
you form using any of the CC licenses. Unlike the non american  
Collecting societies ASCAP and BMI do not have the exclusive right to  
enter into licensing deals on for rights administered by them. this  
means that you CC licenses for all your works (regardless of if they  
are registered with ASCAP or not). Ascap may not like you using CC  
licenses but they can't keep you from doing it...
