I'm stunned that the keyword "free" would help at all, or that it
would even if everyone using public licenses agreed on its proper use,
given all the other uses of the word.

You're handicapping yourself, given that search (generic, not
specifically web keyword search) is heavily constrained by
pre-knowledge.
