In brief, it means not only is it offered under a CC license, but the
person offering it claims to have the legal right to do so. (!)

You MUST have copyright in a work before you can offer a license on it
(otherwise, it's not yours to give away in the first place). That's not
only "compatible", it is *required*.

The use of a *notice* to indicate who owns the copyright is not always
required (I think this depends on jurisdiction), but it is always
desirable -- if for no other reason than that it makes clear when the
work will no longer be under copyright and also whom you have to get
permission from if you need to license further rights in the work.
