For what it's worth, Creative Commons has this library called liblicense 
(available in Debian, soon in Fedora, and as source from 
wiki.creativecommons.org/liblicense) that bundles support for many 
formats.

That way, you don't have to have a special format and program for every 
media type - you can just run "/usr/bin/license" to set the license on 
that file.

And Lord knows I'd love to have more users. (-:
