well, within the 'by' clause full text it explicitly states that the
licensor may request to be anonymous (i.e. the chosen form of
attribution may be 'none') so that's I guess the replacement for any
cc-'not-by'

I am sort of thinking this is simply not feasable. They come up with all
these drm schemes and all seem seriously broken in bad ways,
