cc does not allow us to leave off BY these days does it?

The question I think I was asking is if anyone has any ideas on how a hosting 
company could keep infringing content off of their site without incorrectly 
blocking non-infringing content posted by the copyright holder, with the 
permission of the copyright holder, in the public domain, or properly makeing 
a fair use of copyrighted material.
