Exactly. The whole point of a translation is to change the entire
document in some way that (apparently) means the same thing as the
original, but to a different group of people.
So what exactly is a "faithful" translation? One that is word-for-word
accurate (almost certainly not)? One that takes into account cultural
and political differences (that might be a little too broad)? Etc.
There's no way to do this in general. The best you can do is to
authorize particular translations, based on the reputation of the
translator.
