I think it's pretty clear it's a different thing.It is clear that it is not
public domain, I think any possible confusion will come over the plus one
bit.
I think it may be clear to us that the +1 refers to attribution / copyright
notice type licenses, but is that the only possibility? Is it possible to
have a +1 that had a different nature?
