That is different from a blanket ban on printing.
NC does allow personal printing, but would restrict commercial
organizations rather than organizations of a particular type.
You can use the GNU FDL license to ensure that printed copies of a
book have particular texts on the front and back cover and carry
political statements that people cannot remove. People don't tend to
do this though because it is annoying. :-)

If you sell printed copies of this book, what is to prevent people you
don't like buying them and using the copies that they buy in this way?
How are electronic copies any different?
