What does this mean?

>From the CC FAQ:
"Under Creative Commons¹ core licenses, syncing music in timed-relation with
a moving image is also considered to be a derivative work."

What is "synching music in timed-relation with a moving image"? Does it mean
that using a song in the soundtrack to a film or video makes the whole film
or video a derivative work? Or does it mean that creating a music video for
a particular song produces a derivative work? Or something else?

I'm a librarian, and after a half hour of searching I couldn't find a good
answer. So I ask the almighty list.
