So use a By or By-SA license, and don't restrict commercial
redistribution, period.

For scientific data, there is almost no conceiveable reason why
you would want to use a "non-commercial" restriction (Are you
planning to fund research by selling copies of the papers? If so,
that would be an extremely new idea in the sciences!).

If you are concerned about people trying to interfere with
publication by charging exhorbitant fees, SA will provide all
the protection you need, because it enables anyone to undercut
overpriced fees. The market will ensure that costs are very nearly at
the marginal cost of printing.
