[cc-community] Attributing when there is no name

MediaWiki (the software that runs Wikipedia and Wikimedia Commons) has
this feature, but it's disabled on Wikimedia sites. It's enabled on
Wikitravel, where it's been successfully in use for years.

The concern, from Wikimedia sites, is that malicious users will
attribute unflattering contributions to Wikimedia administrators. I
think there are probably other ways to fix this besides never allowing
anyone to be attributed with their real name, but that's just me.
