[cc-community] Licensing and the submission process?

We should have some together in the next week or so. In the meantime,
I welcome any suggestions for how to manage different submission
scenarios, including:

- Artist wishes to license music, but send physical copies through the mail
- We already have a physical copy of the recording, but no CC agreement
