No.

At least not in my opinion. This is more of a standard for-pay licensing
arrangement, where the work is a benefit of a membership in an organization.

Which is not to say you can't do it. In fact, I would argue that it is
actually simpler from a legal perspective than the whole concept of
"free" or "commons" licensing.

But it's not a "commons" or a "free" or a "Creative Commons" license.
