License browsing is enabled for a cappellas directly
http://ccmixter.org/media/view/media/pells

and samples directly
http://ccmixter.org/media/view/media/samples/browse

and remixes using the tags?all url above.

License limiting for advanced search page will be there after we ship
cchost 4.5 and we are no longer in a code freeze.

this is correct. Our users are not (in general) sophisticated enough
to know what licenses match which ones and we don't want a situation
where they work for a long time on a remix only to find out it broke
an arcane license restriction therefore illegal.

Yes, and we've got special dispensation from Magnatune to remix using
their samples despite being SA.
