I know and I have been told this more than once already, but honestly, would a
single nobody starting such a site with no budget have anywhere near the
impact that CC would? And honestly, where is CC's reluctance coming from?
That said, some people on the LAU list are considering using ccHost for a
virtual band project.

I filled in the survey the morning I got the email from Larry.

That would kill the all tracks freely mixable feature of the single site. I
can see them not wanting this complication.
Go to a site, everything can be legally mixed with everything. Not hinking
required if you don't wish to. That is a nice feature.
