That is how I understand things as well. However, a parallel site with only By 
and BY-Sa licenses would also  maximize ability to reuse content within the 
site.

In fact, were CC to do both sites, they could even share the BY tracks between 
both sites...

I am not sure why there is so much resistance on CCs part to this simple idea. 
It makes me wonder if there is some dislike of BY-SA somewhere within the CC 
organization... Is there?
