This badly needs to be made available* via
http://ccmixter.org/media/search with license property filter checkboxes
like http://search.creativecommons.org but the "attribution" system tag
means CC BY (2811) and the "non_commercial" tag means CC BY-NC (4315)

For new uploads http://ccmixter.org/media/submit (acapellas and samples
-- remixes are constrained by the material being remixed) on BY and
BY-NC are supported. I believe this was done in order to maximize
ability to reuse content within the site.

There are some [nc-]sampling+ and BY-NC-SA tracks on the site from
earlier in the site's history and Magnatune contributions.
