Which explains why the MIT explanation and the Creative Commons
Foundation explanation of what it means are very different.

MIT allows things that Creative Commons Foundation prohibits.
Creative Commons Foundation allows things that MIT prohibits.

The problem is
*  What is commercial gain?
*  What is financial gain?

CCF rules clearly prohibit the use of CC-NC material by a government
entity, under all circumstances.
MIT rules clearly permit the use of CC-NC material by a government
entity, under most circumstances.

The easy case is selling, distribution etc for a profit.

The hard case is whether or not _apparent_ gratis distribution is
automatically non-commercial.
