[cc-community] Suitable software solution for Commenting on Legislation

As far as I know, there are two projects that are close to what you're
looking for (but use wikis).

1) Readable Laws @ http://www.readablelaws.org .. a fellow ITP student's
thesis project

1) and Washington Watch. http://washingtonwatch.com/ , developed by Jim
Harper from the Cato institute (not officially connected, as far as I can
tell).
