CC can be viewed as providing an alternative to "all rights reserved".  
Since ARR is the full set of rights given by copyright, CC can  
usefully (and logically) be regarded as being different from full  
copyright, however it effects this legally.

I appreciate that it's important to get this right from a legal point of view.
