Do you have a concrete example of this?  I try searching for license
name without filtering and get a lot of deviantart journals that mention
the licenses.

If there is stuff that actually has a good license link qualified by
rel="license" and is not picked up by Google search filtered by license
but is in the Google index I'd like to know and submit a bug report. :)
