That would be just about everything.

Inclusion in the Library of Congress is automatic for all works with a
registered copyright in the US (i.e. submitting a copy is part of the
registration process).

Since 1978 though, registration has not been necessary to claim
copyright status, so there are many unregistered works today.

Inducing all of those works to be under CC licenses would be a strong
incentive to *not* register, which would be BAD.
