[cc-community] Explicit GPL compatibility in CC-by-sa 3.0

Again almost responding to myself: Mia Garlick announced yesterday that the
3.0 version of the CC licenses will contain explicit compatibility language,
particularly for the by-sa version:

I feel that it would be good to add such language to the cc-by too, if only
to solve the "is-it-DFSG-free-or-not" problem for Debian-Legal once and for all.
