[cc-community] Why the GPL-incompatibility?

As I understand it, CC would be able to make CC-BY compatible with the GPL
without the FSF having to do anything. The EUPL does it thus:

I for one would be very happy if cc-by and cc-by-sa would carry equivalent
language.
