A license is one part of the protocol, similar to how a copyright 
license is just one part of

http://freedomdefined.org/Definition#Defining_Free_Cultural_Works

I wouldn't get hung up on the word "protocol" which is extremely coarse, 
but maybe if getting hung up on it is the universal reaction Science 
Commons would consider that feedback. :)

I would first echo others in saying that (Protocol for Implementing) 
Open Access Data -- protocol makes a lot more sense if you read the 
title as intended -- is superdoubleplusgood.  The SC folk put a huge 
amount of work into it with lots of input from others.

For CC+ just strings, which so far you can find and add 
http://translate.creativecommons.org/pl/cc_org/ (search for 
"permissions") -- Nathan Yergler will be continuing to bug translators 
until these are updated for all languages. :)

CC0 will probably involve both, but that will evolve in the public 
discussion that will be launched mid January when we have prototypes to 
discuss.

It would be great to have translated versions of the CC+ PDFs (even just 
as wiki pages) that are linked from http://wiki.creativecommons.org/CCPlus
