I'm not sure if this has been suggested, since I'm not sure exactly what
people have been saying (this happens a lot on this list :-/ ), but what
if the license chooser by default spit out this language:

"This work is licensed under [blah blah, standard statement...] *or any
other later version of this license*."

In other words:
* nothing changes in the license itself
* no additional options in the license chooser
* people who only want to use that particular version can just delete
that phrase when they paste the license into their work

Of course, people can add the statement manually, but this would make it
the default.

Problems I can anticipate with this solution:

* A lot of people don't paste *any* text statement, just the image and a
link to the license.
* There's no way to indicate the "or any later version" statement in
metadata
* If we think "or any later version" flexibility should be part of every
license, then really it should just be written into the license itself
(not certain there's consensus on this point)
