[cc-community] CC licenses for music: PA vs. SR?

So here's the situation.  We've got a local radio station here in Raleigh, 
WKNC.  It's affiliated with N.C. State University, and it's a registered 
non-profit.  It's student run, no commercials, lots of PSAs, etc., etc.

They are taking an active interest in CC licensed music.  Their music 
director has been walking through the Jamendo catalogue, and they are 
pretty psyched.  All good news.

In fact, they are now looking to get a bunch of local musicians together 
to jam out on a series of live broadcasts, and they're trying to convince 
the artists to release the resultant performances under a Creative Commons 
license.  Probably NC-ND.

The likely agreement: we will ask the artists to license the live 
recordings of their works (the SR copyright) under a Creative Commons 
NC-ND license, but we will NOT ask them to license the underlying 
composition (the PA copyright) at all.  Is this kind of agreement common? 
Sensible?  We're trying to encourage the artists to share particular 
recordings without giving away the farm.

Also -- I'm assuming that WKNC's not-for-profit status allows them to 
rebroadcast works that are licensed NC.  Is this correct?
