Not a new idea but one badly in need of implementation.

I'm not sure what you mean by "a mark" but you could run your own
project/site while still running software similar to what other sites
are running.  It looks like now you just have a forum, which isn't all
that well suited.

The software that runs ccMixter is free software and other sites are
already using it http://wiki.creativecommons.org/CcHost#Usage_Examples
