You're correct, but your conclusion is wrong for at least three
reasons.
That wouldn't be implied by whatever the GPL is saying, since that's a
license mainly for software, as you should well know.
In fact allowing using non-free tools to create free software/content
will allow more content to be freed, and so is the _stronger_ stance
for freedom to take in this matter.
Other than that, Stallman is pretty strong on non-software
freedom. That's what underlies the controversies between him and
Creative Commons, after all.
