No, the act did not remove any works from the public domain; it made it 
so that works that were about to go into the public domain would not get 
to do so, and therefore imposed a kind of "moratorium" on public domain 
that will last about 20 years.

    And not for material held only in an institution that licenses
    access to that material (paintings are my area of concern there).

This is not a matter of public domain, it's a matter of licensing and 
access to the physical objects. Very important not to confuse this with 
copyright law, because it takes a different approach to argue against 
it. ;-)
