Maybe I'm missing something here. The GNU GFDL and the BY-SA are both
copyleft licenses. The argument you seem to be alluding to is the
classic GPL vs. BSD argument. I'm not entirely sure what the
equivalent extremely permissive license is in the CC context short of
the PD dedication.
