Having just read through the Sampling license, I see that it's very

makes no allowance for the distribution of a derivative work to somebody
already licensed to the original where that derivative work was
unrestricted on the amount of transformation it underwent.
For example, if somebody changed a couple of notes of some music
licensed with the Sampling license, they could not give it to somebody
else - even if that somebody had already been licensed with the original
- because it would not be sufficiently different from the original. At
least, I get that impression.
Thank you for explaining the Public Domain to me - I understand it now.
One thing I don't understand is how the Creative Commons actually
'works'. Is there any special legal process they have to go through in
order to create a new license that will be recognised by law, or would
it be possible for anybody to write their own license terms for a piece
of work?
