[cc-community] Creative commons process and forums

Hello
I'm still a little unsure of the process -
I want to allow posters on my forum to be individually protected by an attribution liscence on any original work they post on the forum.
Do they have to register any aspect of their idea at CCommons, or do I missunderstand the process?
Also, does any one know of or would be interested in integrating the CC liscence into a drop down option on a forum posting screen, which would not only add the HTML to the screen with a clickable graphic of the licence, but allow direct entry of the posters details and topic they are applying for, along with the licence they select?
Perhaps, CC could get a community project, where any CC work posted is put onto a searchable database and listed as news on the front page of a forum, to act as a 'news' page of original work? The code could be open source, available for insertion in the forums? I'm looking down these avenues. I've also spotted a guy who has developed a form of Copyright where you have to pay if you don't put a hyper-link into the on-line use of that covered work, where that hyperlink goes back to the source. Any thoughts about how this might be added to Creative Commons?
