Yes, in principle. There might be a few limitations e.g. in Ezra SIL,
when there are multiple diacritics on one base character they have to be
input in a particular order to get correct placement.

You might like to get Keyman Developer (shareware from
http://www.tavultesoft.com/keymandev/) and write your own keyboard for
your own preferred logic (which may be closer to mine!). You should then
be able to provide your own visual keyboard. You can use the SIL source
code for comparison.
