Could you explain who you perceive this community to be, and what
characters you think they need that they don't already have? (And a
follow-on question might be why they haven't requested these characters
up to now, if they do need them.) (This is a sincere request for info,
not an opposing comment.)
Also, is there a copy of ISO 8957 available online that one can look at?

Isn't that an unfair representation of the ISO process? The assumption
is that national bodies represent the needs of vendors within their
country, and thus those vendors' customers, i.e. users. If the Israeli
body isn't meeting the needs of users in the UK (say), that's not the
fault of the Israeli body -- those users should be approaching the UK
body.
